256 new apartments proposed for Pleasant Street, Upton Street

Two proposed Workforce Developments will add 256 housing units on both Pleasant Street and Upton Street, with reduced-price apartments set aside for Grafton residents and employees.

Clay Williams of Eastland Partners outlined the two projects, which would be developed under the Local Initiative Program (LIP), a state program that assists towns and developers who work together to create affordable rental opportunities.

Pleasant Commons, proposed for 59 Pleasant Street, will have 104 homes, including 12 3-bedroom units, 60 2-bedroom units, and 32 1-bedroom units. Miscoe Hills, proposed for 116 Upton Street, calls for 152 homes, including 18 3-bedroom units, 88 2-bedroom units, and 46 1-bedroom units.

Both would be managed by Wingate Properties, a national property management company based in Massachusetts.

With Grafton now 335 units away from reaching the 10 percent of affordable housing mandated by the state, all 256 housing units from both properties would be added to Grafton’s affordable housing stock since they would be rented, rather than owned, Williams noted.

Only a portion of both properties will be developed, with the rest reserved as open space.

In the case of Pleasant Street, a neighborhood group in 2021 attempted to raise $650,000 to use the town’s right of first refusal purchase the entire 12.4 acre parcel for land conservation. The buyer, however, did donate 6.5 acres adjoining conservation land, which will include a trail access point and parking.

The Upton Street property will have 5.5 acres of undeveloped property donated to the Grafton Land Trust and is adjacent to the Anderson-Crosier Wood and Prescott Wildlife Sanctuary.

    Well, the article says it’s “adjacent to the Anderson-Crosier Wood and Prescott Wildlife Sanctuary” which aligns more with the Upton Street address rather than Old Upton Road…Upton Street is really two streets (no, not confusing), one being Rt 140 as it heads from the Common to Silver lake (where is meets with Old Upton Road). The shorter Upton Street splits off from Route 140 at Sibley Street and parallels it (sort of) until it reconnects with Rt 140 before Meadowbrook Road. There is a 116 on this shorter road and the lot looks like the proposed one. Hope that clears it up…

    This proposal is for Old Upton Street, not Upton Street as the headline indicates.

    • The conversation and, for that matter, the material in the slideshow, refers to it as Old Upton Street, Upton Street, and Upton Road. Very confusing!
